OTel span adapter - a thin translation layer over the framework's stable RunEvent/MetricsSink contracts. The OpenTelemetry SDK is a PROVIDED dependency here (never in agent-observability): code compiled against the API works with any SDK at runtime, and deployments that never wire an SDK keep zero OTel classes on their classpath (Stage 7.1, blueprint D9).
