HTTP adapter for the Essentials admin/monitoring SPIs (fenced locks, durable queues, scheduler, event store, CDC, PostgreSQL statistics). Exposes the contract defined by admin-api-spec over Spring WebMVC, delegating to the existing *Api beans.
