The embeddable runtime core: everything the runtime is, except the decision to be an application. An application that already exists — a host platform, say — puts this jar on its classpath and gets the trust loop, the governance surface and the security filter chain through one auto-configuration; keelbase4j-runtime is the thin application that does the same thing for a standalone deployment. What is deliberately absent here is the application's half: no server configuration, no datasource of its own, no context path (ADR-0017 D4/D5).
