One hand-written HTTP client for the control plane, over java.net.http.HttpClient, shared by the Maven plugin, the CLI, and the MCP server. Replaces two independent copies that existed previously (scaleout-build-maven-plugin's package-private ControlPlaneClient and scaleout-build-cli's ControlPlaneHttpClient) -- see docs/design/control-plane/control-plane-client-consolidation.md for why. Deliberately not a JAX-RS REST client, same reasoning both prior copies already carried: a JAX-RS client runtime on every consumer's classpath buys nothing when the whole surface is a dozen calls with hand-held bodies. Kept out of scaleout-build-control-plane-api itself because that module is also consumed by the service implementation, which has no business depending on client-side networking code it never calls.
